Fuel skids across Southeast Asia, the Middle East, and Africa use Piusi turbine meters for diesel, petrol, and kerosene transfer. The meter outputs pulses. The controller converts pulses to liters through a scale factor. If the scale factor drifts or is entered wrong, the batch total is wrong. What You Need Before Calibration

Use a calibrated reference meter or a certified weigh scale. A 20 liter container is enough for most field checks. Note the fuel temperature. Diesel volume changes about 0.09 percent per degree Celsius, so a 7 degree Celsius shift is not a real meter error. Record the current scale factor first. Most controllers show it as pulses per liter, PPL, or K-factor.
